The decision was taken by the Autorit&#233; de R&#233;gulation et de Contr&#244;le des March&#233;s des Substances Min&#233;rales Strat&#233;giques (Arecoms) and applies to all cobalt mining operations, including industrial, semi-industrial, small-scale, and artisanal mining.
